About Project Management Unit (PMU)

Project Management Unit of Department of Finance came into existence from 1st June 2013 under the leadership of Shri Sukhdeo Singh, the Principal Secretary of Department of Finance, Government of Jharkhand. At present the unit is headed by Principal Secretary, Department of Finance.
Various components/Modules of Integrated Financial Management System (IFMS) is being monitored by PMU Cell under the technical support and guidance of NIC Finance team. For day to day activities of PMU, a e-Governance Nodal Officer from Department of Finance has been engaged to look after the

  • administrative issues,
  • implementation of new modules and sorting out of any field issues,
  • holding regular meetings of Treasury Officers,
  • Providing domain through discussion for development of modules as when required.

The PMU is managed by Nodal Officer, e-Governance, Department of Finance with Technical Support of National Informatics Center engaged in Department of Finance.

The following are the team members engaged for looking into the technical aspects of IFMS:

  • Sri Pradeep Kumar Patel, Principal Systems Analyst, NIC – looks after budget preparation
  • Sri Omesh Prasad Sinha, Principal Systems Analyst, NIC – IFMS
  • Sri Yashwant Kumar, Systems Analyst, NIC – IFMS

The IFMS is being maintained by a set of 2 programmers, 4 Assistant programmers, and one data Entry operator recruited through NICSI in PMU cell of Finance Department set up in June 2013. All these posts have the approval of Cabinet as well as Minister, FD. The finance department has made the provision of Budget for payment to the programmers and Assistant Programmers through NICSI. For the continuance of PMU cell, Finance Department shall have to make budgetary provision each year. PMU also provides help desk support to the various users of the IFMS modules. During the course of time the need of few more posts were felt for having one Database Administrator for maintaining the Database in Data Center of JAP-IT, one Senior Software Designer, One Software Designer and 2 Web Designers. Accordingly these posts have also been sanctioned with administrative approval through Cabinet and Minister, FD.

All Modules of IFMS are hosted State Data Centre over SWAN (State Wide Area Network). The Application Modules connects to Centralized Oracle Database hosted on high-end Oracle engineered system EXADATA to maintain the high availability and zero data loss. It is being accessed by 32 Treasuries, 24 GPF Office, DDOs of all Departments of State and all employees of State.
